CITY OF WINCHESTER: New city-wide trash cart program coming in September

City of Winchester issued the following announcement on July 13

The City will begin distributing new roll-off trash carts to all customers this September. These carts will help reduce employee injury caused by lifting such a high volume of trash, decrease litter, and provide a more convenient and easier trash collection experience for our customers.

Before the program can be implemented city-wide, the City is offering customers two smaller cart size options and the opportunity to request a second cart. By August 20, 2021, Public Works staff need to know two things from our customers:

  1. Do they want a cart smaller than the default 95 gallons (35 or 65 gallons), AND
  2. Do they want a second cart (35 or 65 gallons only).
Customers are asked to complete the online form with their preferences at www.winchesterva.gov/refuse by August 20th. If one 95-gallon cart is preferred, no action by the customer is required.

The monthly fee charged for trash collection and applied to water/sewer bills will change slightly based on the cart selected. There is no additional fee for the carts specifically as they will remain the property of and be maintained by the City. However, there is an additional fee for a second cart, if requested. Click here to view the fee chart. Once the cart is delivered, it must be used in order for the trash to be collected. There is no limit to the number of bags that can be placed inside, but the lid must close.

We strongly encourage customers to stop by Rouss City Hall or the Jim Barnett Park Rec Center during regular hours to view the carts in person prior to making their selection.
