There is no doubt that we are in a period of transition on a global scale. The Russian invasion of Ukraine and the US withdrawal from Afghanistan seem to be but symptoms of a shift in the larger international system. This talk will explore how these times of transition, and the upheaval that often accompanies them, can also be periods of growth and reflection. Using insights from her work on the role of justice during peace processes, Dr. Genevieve Bates will explain how international legal institutions and committed domestic advocates can work together during times of transition to push those in power to change their behavior. Using evidence from case studies of Colombia and Uganda, she will explain when institutions like the International Criminal Court can incentivize those negotiating peace to commit to domestic justice process, and when and why these efforts fail.
